I don’t want to sanction people who are housing insecure, or who are busy and need to shop from among the packaged products for convenience. However, for environmental reasons I suggest making it cheaper to buy bulk (where there is a bulk option versus bottled or packaged). I mean this for all bulk items whether dry, liquid, refrigerated, or other. Also maybe add per-purchase discounts for those who buy bulk and bring their own container. Maybe money off per container? I try very hard to wash and reuse containers, and to reuse bags for produce. Since I’m stretched for cash, though, it REALLY disappoints me that often I could get the same or similar product cheaper by purchasing it pre-packaged. This might also help make more shelf space since theoretically it would reduce consumption of packaged products. Thanks.
